To refuse e to decline significano propriamente rifiutare: Mi offrì un passaggio, ma rifiutai, he offered me a lift, but I refused (o declined). Nell'inglese parlato per rifiutare un'offerta si ricorre frequentemente alla locuzione to say no: Mi offrì un passaggio, ma rifiutai, he offered me a lift, but I said no.
